Board Members
Dr. Theodore Pauls
Ted Pauls is an Associate Professor of Marketing in the Business Department at Bethany College. In addition to 25 years of experience in education, he has corporate experience as a former stockbroker and as a marketing director for a private corporation. He is a member of the Brooke High class of 1979. His higher education degrees, all earned from West Virginia University, include a Bachelor of Science in Business Administration, Masters of Business Administration, and Doctor of Education in Higher Education Administration.
Ted has served on the Board for Lakewood Village Association, Board of the Brooke County Solid Waste Authority, as an elder for Bethany Memorial Church, President of the Trustees of Bethany Memorial Church, volunteer for The Island Recreation Center (Hilton Head, SC), and as a Town Council member for his home town of Bethany, WV.

Dr. E. Robert Marks, M.d.
E. Robert Marks, M.D. is a fellow of the American Academy of Family Physicians and has been practicing medicine in Wellsburg and Wheeling Hospital, since August of 1998. He is past president and chairman of the board for the West Virginia Chapter of the American Academy of Family Physicians. Dr. Marks graduated in 1991 from West Virginia Wesleyan College with bachelor’s degrees in biology and chemistry. He graduated in 1995 from Marshall University School of Medicine. He completed his residency at Wheeling Hospital in 1998 after serving as chief resident. Dr. Marks serves as campus physician at Bethany College.
He earned the prestigious Physician’s Recommendation Award with Commendation by the American Medical Association in 2002 and again in 2010. He was recognized by the Consumer’s Research Council of America as one of America’s Top Family Doctors in 2007 and in 2014. Dr. Marks served as Program Director of Wheeling Hospital’s Family Medicine Residency Program from 2007 through 2012. He is an adjunct clinical assistant professor for WVU School of Medicine and West Virginia School of Osteopathic Medicine. Dr. Marks served on West Liberty Universities Board of Governors and the West Virginia Wesleyan Alumni Council.
He is a member of the American Medical Association, the Brooke County Medical Association, the Ohio County Medical Society, the West Virginia State Medical Society, the Association of Family Medicine Residency Directors and the Society of Teachers of Family Medicine and is Board Certified by the American Academy of Family Physicians. Dr. Marks has been published in several local, regional and national publications including the West Virginia Medical Journal and Kaplan Review.
Mrs. Antoinette Perkins
At BHS Mrs. Perkins Served as Class Advisor, Basketball Babes Advisor, Faculty Senate Vice President, Health/PE Dept. Chair, wrote $40,000 Grant Commit To Be Fit When Wellness Center was Built, And Selected Brooke High School Teacher Of The Year 2014. During her career she taught Spec. Ed., Health, PE, And Dance.
Mrs. Perkins is a Member Of The WV and Brooke County Association Of Retired School Employees and has taught 2nd Grade religious education at St. Anthony’s, Follansbee Since 1985.
As a BCS Board Member she has served on the WVU Extension Service Board, BHFRN, & Change inc. Board. She is a life Long Resident Of Follansbee and was married to the late Gary Perkins for over 40 years. Mrs Perkins has two Children: Annette Priest (Tim) and And Ashley(Mark) Symons. She is a proud grandmother of six Grandchildren, Addison, Maxwell, Harper, Grace, Natalie, & Eli.

Ms. Kristin Newton
A 2003 graduate of Brooke High School. Kristin Newton was elected to the Brooke County Board of Education for a four year term beginning July 1, 2022.
Mrs. Newton is known for her many years of service to St. John’s Church as the Director of Religious Education. She co-founded a nonprofit called “Beyond Tomorrow”. This brings awareness to the community, support the families affected by addiction, and provide resources to those suffering from addiction. Kristin received the “Key to the City” of Wellsburg for her work with recovering addicts.
Her life and goals are summed up simply by Faith, Family, Community and Brooke Pride.
